Active Shooter/RTF program integrates Law Enforcement, Fire, and EMS personnel in a counterterrorism measures designed to locate and neutralize multiple active killing combatants in multiple locations quickly and render direct threat care to victims inside an established warm zone. This program is guided by the NFPA 3000 standards and breaks it down from first responding officer tactics, Fire/EMS medical response to a warm zone, staging, communication, and coordination of incident command, and allocating and deploying necessary resources.
